What is LAP?

The intent of this program is to enhance educational opportunities for public school students who are deficient in basic skills achievement.  This program is known as the Learning Assistance Program.  LAP is a state education program that provides support, opportunities and services to students who attend schools with high levels of poverty and who are at risk of meeting the state's challenging performance standards.  Funding is determined by a legislative formula based on:

  • Projected Enrollments
  • Statewide Test Scores
  • Free & Reduced-Price Lunch Counts

LAP provides supplemental support in reading, writing and/or mathematics to identified students.  Individual schools determine the grade levels and specific subject areas to be served.  Counseling, teachers, and parent liaison support may also be available at specific sites.

Every LAP school must create a specific plan that describes how funds will be utilized in compliance with federal and state guidelines and regulations.   LAP serves children through Schoolwide or Target Assistance Programs.

Do all LAP schools have identical services?

Not necessarily.  There is a commitment to encourage instructional decisions at the school level to provide a specific and individualized program to meet unique student needs and populations.  Principals, program personnel and basic education staff are continually assessing the different components of their program and determining appropriate program design.  A school may include all or part of the Program Components.

What is the difference between Targeted Assistance Schools and Schoolwide Programs?

Every school that accepts Title I/LAP funds must have a school plan in place.  Initially, a school becomes a Targeted Assistance school, since funds are used to target services to eligible students.

Program Goals

  1. Assessment/Instructional Strategies:  Students are given assistance in reading, writing, and/or math within the classroom.  Programs are individualized for specific student needs and focus on improving performance and success in the classroom.  LAP emphasizes district learning targets in reading, writing, and math.

  2. In-Classroom Support:  LAP staff delivers direct services to students within the classroom setting.  LAP staff work collaboratively with classroom teachers to plan, model and team effective instructional practices.

  3. On-Going Planning & Collaboration:  Coordination among program and basic education staff is facilitated and supported throughout the year to address "classroom success" for identified students.  This collaboration results in coordinated program delivery, increased communications, increased mutual respect of goals and teaching abilities among staff, and more consistent services to students.  Substitute time is budgeted to provide planning time and coordination.

  4. Professional Development:  Ongoing staff development provides LAP staff with updated information on assessments, research based effective instructional strategies and other related topics.  Each component area of the program participates in monthly training that focus on program management, guidelines, curriculum content, instructional strategies, sharing of ideas and materials, parent involvement, etc.

  5. Parent Involvement:  Parents of participating children are expected to become knowledgeable of the program goals and activities and to reinforce their children's learning at home.  A Parent Involvement Plan and compact is developed and shared with parents at the beginning of each academic year.

  6. Integration of Services:  Services are integrated with Title I, ESL and Special Education when appropriate.
