Updates on registering ELD students

In the interest of saving time for all those involved, we would like to review the process of registering ELD students and draw your attention to some changes on the District Registration form (1F15A) as of 08/05.  At the time of this revision, (if you hadn’t already noticed), two new lines were added to this form that relate to potential ESL students. (See example attached)  This is a compliance item for the Office for Civil Rights (OCR). These two questions were added to identify students who may benefit from ESL/ELD services and so that services are offered at the earliest possible date.  We are also now required by the state to gather more information on new students entering the ELD program, so it is essential that we have the opportunity to meet with parents/guardians to assess the language needs of the student and families.  The ESL/ELD Family Registration and Orientation Center (FROC) is designed, with the help of interpreters to gather the most accurate information and to ensure that these students and their families are successful in our educational process. We have many of Spokane Public Schools informational forms translated into several languages. For these reasons mentioned, we are asking you, in addition to any other office staff who register new students, to help us in identifying these families and directing them to the ELD Registration Center.

The first step is to be sure all registering families answer these two new questions on the registration form.  If the answer is yes to either question be sure to refer the family to us to set up an appointment for completing the registration process.

The only exception to this would be when registering kindergarteners who already have siblings in our district. You will need to notify your lead ELD teacher of these registrations and provide them with a copy of the child’s registration and Student Data Entry Form.

One other item that has been drawn to our attention was that some offices still have old ELD “Student Entry and Home Language Survey” forms that were used in the past to register students. WOULD YOU PLEASE DESTROY ANY OLD FORMS THAT YOU MAY HAVE related to ELD.   If you need the current forms, please let us know.

See enclosed:

  • Family Registration and Orientation Center Information flyer with Map on the back in English
  • Also copies of this information sheet in Spanish, Russian, Marshallese, and Vietnamese

Please keep an original of each of these forms, for additional copies until you are provided with new revisions in the fall of each school year.

Thank you for your efforts in this matter.  If there are any questions after reviewing this material, please direct your questions to:
