Each year the U. S. Department of Education and the National Association of State Directors of Title I identify and honor schools that are (1) ensuring that all children have access to effective instructional strategies and challenging academic content and, (2) demonstrating success in ensuring that all children, particularly educationally deprived children, make significant progress toward learning that content.  Districts are encouraged to nominate Title I schools that are highly successful and are situated in high poverty attendance areas.

A school must provide evidence of the unusual effectiveness of your school over a three-year period, including such measures of student achievement such as statewide assessments, norm-referenced tests, portfolios, writing samples and other performance-based assessments. Applications are reviewed by a committee of educators and submitted to the U. S. Department of Education.
