Mullan Road Elementary

  • The Mullan Road Elementary School classroom addition and improvements project was made possible through savings realized when projects for other work done as part of the 2009 bond came in under budget. The school board, in the regular board session and public hearing of Aug. 22, 2012, made the decision to commit some of the 'undesignated capital funds' to two projects: classroom additions at North Central High School, and classroom replacement at Mullan Road Elementary.   • Mullan Road Elementary was originally scheduled for an HVAC, roofing and flooring upgrade in 2014 as part of the 2009 Bond. The original annex was built in 1956 and was relocated from Comstock Elementary in 1977 to the present site.  The 50 plus year old site has several deficiencies that make the annex portion of the site a less than desirable teaching space. Combining the scheduled bond upgrades with a complete replacement of the aged annex was deemed a more effective use of bond funds given the construction climate and the savings realized in bids received in other major projects. 

    Mullan Road has been selected to use the GC/CM construction process. This is an alternative public works construction process, in lieu of the traditional design-bid-build construction approach.  Spokane Public Schools was given "agency approval" for this alternative process by the Capital Projects Advisory Review Board's (CPARB) Project Review Committee in May, 2013.  Mullan Road Elementary Modernization and Addition was chosen as the first GC/CM project under this authorization due to its complexity of phasing with the site being occupied and operating as an elementary school during construction.

    Scope of Project: Adds 10 classrooms and support space to newer building and removes the 1956 "Comstock" addition. Adds energy efficiency, improved student traffic flow and consolidates staff and students into one building.

    WLK Joint Venture is comprised of an equal partnership between two Spokane based general contracting firms of Walker Construction, Inc. and Leone & Keeble, Inc. This joint venture partnership has worked together over the last seven years and completed nine projects utilizing the GC/CM delivery method. 

    Estimated Construction Period:   Construction is scheduled to start in the spring of 2014 and be completed mid-school year in December 2015.
